Katherine Capps

Katherine Herring Capps, president of Health2 Resources, leads an experienced team of health policy experts and communications professionals who help clients to identify new customer segments, create effective communication campaigns, strengthen market position and enhance program revenue.


Ms. Capps brings more than 20 years of senior-level professional experience. Her areas of expertise include the medical home and the medical neighborhood; advanced primary care, health reform, care coordination and transitions of care, health IT, ACOs, health insurance exchanges, population health management and health and business policy.


Prior to establishing Health2 Resources, Ms. Capps served as president of the Alabama Healthcare Council and reported to an all-CEO business community board. During her tenure she managed a 76-member (350,000 lives) National Business Coalition on Health group. She focused on health care cost and quality reporting; development, negotiation and management of an aggressive multi-company group purchasing initiative; the implications of state and federal health policy; value-based-purchasing plan design; and development and fundraising for a quick-response legislative advocacy program at the state and federal levels.


Prior to her coalition work, Ms. Capps served for 12 years as a hospital administrator at both for-profit and not-for-profit hospital/health care systems such as HealthSouth, National Medical Enterprises (Tenet) and VHA-affiliated hospitals. Before her hospital work she served as executive director of a seven-county rural home care agency. She began her health care career in a rural Alabama multi-specialty physician practice started by her great-grandfather in 1895 (still in operation).


A noted health policy expert, Ms. Capps has served as a board member for the National Business Coalition on Health, the purchaser committee for the National Committee for Quality Assurance and the National Advisory Board of NBCH as well as various civic boards. She is a frequent writer on topics relating to quality, health care cost and market-based health care reform and use of information technology in health care. She serves on the advisory board for the Institute for Health and Productivity Management; the Health Care Industry Access Initiative; and as a board member of the Washington Adventist Hospital Foundation. Ms. Capps also serves on numerous editorial boards.

Sandy Mau

Vice President, Communications

Senior Analyst

Sandy Mau is vice president of communications and a senior analyst for Health2 Resources. With more than 25 years’ experience in health care communications and policy analysis, her areas of expertise include the medical home, advanced primary care, health IT, health insurance exchanges, health reform, care coordination, workplace health and population health management. She works with clients to help them reach their organizational goals by providing communications and policy expertise. Her primary duties encompass project management, client account management and communication plan development and implementation.


Prior to working for Health2 Resources, she was a freelance writer covering health care policy and practice. She previously served as director of marketing and communications for a standalone hospital, and then oversaw external communications as it grew into a network of five hospitals, home health agencies, durable medical equipment companies, a nursing home and health club facility. Ms. Mau's responsibilities included marketing, public relations, community relations and publications oversight during this period of substantial growth. She began her writing career as an award-winning beat reporter for a daily newspaper; she also has a background in broadcasting. She holds a bachelor's degree in communications from the University of California, San Diego.

Nataleigh Cromwell
Client Account Coordinator

Nataleigh Cromwell came to H2R as a client account coordinator in  2016. Her drive and meticulousness make her an asset to the H2R team and to clients. Her innate ability to continually absorb new information and skills has broadened her scope, advanced her skills, and widened her field of expertise.

Mrs. Cromwell, a University of Georgia graduate with a bachelor of arts in math, has worked in Moscow and Yekaterinburg, Russia as an Office Management Specialist in the Medical Unit and Community Liaison Office, as well as Logistician tracking and inventory in excess of $500,000. She also brings more than four years as a 911 operator and more than 12 as a State Farm Claims Representative working in Georgia, Miami, and Northern Virginia areas. Her “get-it-done” attitude has served her – and her employers – well over the years.

De Anne T. Spann

Office Manager

Senior Administrative Assistant

De Anne T. Spann serves as office manager and senior administrative assistant to Health2 Resources President Katherine Capps. She brings over 25 years of professional specialist experience assisting, cultivating, and developing implementation processes, strategic planning, project management and auditing expertise. While managing the firm’s Washington, D.C. office, Ms. Spann is responsible for meeting planning, vendor contracts, accounts payable, staff travel arrangements and company calendar/schedules. She supervises interns and coordinates employees and contractors across several states. She also provides extensive editorial and client support.
Over the years she has proven to be a valuable and viable asset to the effective forward progression and enhancement of major fortune 500 companies as well as companies who have made the list of the 100 Best Companies to Work For developing training manuals, as well as re-structuring and providing personnel and site-to-site guidance to enhance and improve operational flow efficiency that would support the success of business principals, partners, directors, presidents and other executive staff, as well as their support staff. She has also helped to broaden the interaction and awareness of companies with events, activities, and programs that would meet the needs while gaining the respect of members of company personnel and their families and members of diverse communities. She is a professional specialist with an edge.

John B. Harkey, Jr., Ph.D.

Senior Market Researcher

Senior Analyst

John Harkey offers consulting services in market research and product development. His recent clients have included government, health plans, disease management and wellness companies, hospitals, and associations. His most recent major engagement has been as a consultant to the State of Tennessee where he provides a broad range of market and evaluation research for the “Cover Tennessee” health insurance initiative. From 1986 through 2000, Dr. Harkey was president and CEO of Harkey and Associates, Inc., a firm that published market intelligence on the health insurance industry. The market intelligence (newsletters and market guides) were collectively referred to as the Harkey Report and became the industry standard for tracking health plan developments on a regional and national basis. Among the paid subscribers included insurers, pharmaceutical and medical device companies, hospitals, physician groups, governmental entities, and consultants.  In June 2000, the Harkey Report merged with HealthLeaders, Inc. HealthLeaders was later purchased by Decision Resources and continues providing a broad range of industry reports. Dr. Harkey received his Ph.D. from Vanderbilt University in 1979 (Sociology with a focus on health economics) and his B.S. degree in 1967 (Engineering Science with a focus on Aeronautics and Astronautics) from the U.S. Air Force Academy. He earned his pilot wings and served in the Air Force for five years including service in Vietnam and Korea.  

Kelli Moler Pedas

Senior Health Policy Analyst

Kelli Pedas has 20 years’ experience in health care legislative issues and policy strategy. She directed the National Business Coalition on Health’s (NBCH) federal health care policy program, with a strategic focus on education and advocacy of value-based purchasing initiatives and consumer health improvement among NBCH’s diverse coalition membership and other national stakeholders. Prior to that, she served as a legislative aide in the U.S. House of Representatives, during which time she served as an appropriations committee liaison for Congressman David Hobson (OH-7). She holds a bachelor’s degree from Ohio State University.
